
Enrolled agent vs CPA matters less than most Americans in the UK expect: both hold unlimited rights to represent you before the IRS, and an enrolled agent is licensed in federal tax alone. What matters more is pairing either one with a UK chartered accountant or Chartered Tax Adviser, because neither US credential covers HMRC.
The choice people agonise over is usually the wrong one. The real risk is not hiring an enrolled agent when you wanted a CPA. It is hiring someone who holds no US credential at all, or a British adviser who is excellent at Self Assessment and has never prepared a Form 1116.
The three US credentials with unlimited practice rights

That last row is the one to watch. Anyone with a preparer tax identification number can prepare your return, but without a credential they cannot speak for you when the IRS writes back.
Why an enrolled agent often suits expat work better
An enrolled agent's examination is entirely federal tax, including the international provisions that expat returns turn on, from Form 1116 to the FBAR. A CPA's examination spans audit, financial reporting and business law, with tax as one part of four, and many CPAs practise mainly in audit or domestic business work.

A CPA is the better fit when you need US GAAP accounts, an audit or review, or state-level work that depends on a particular state's rules. The credential matters less than the question behind it: has this person prepared returns like yours, with the forms yours needs?
The UK side: chartered accountant or Chartered Tax Adviser
In Britain the word "accountant" is not protected — anyone can use it. "Chartered accountant" is protected, and covers members of bodies such as the ICAEW and ICAS, while ACCA members are Chartered Certified Accountants. Any of them can prepare your Self Assessment and your company accounts.
The specialist UK tax qualification is the Chartered Tax Adviser (CTA), awarded by the Chartered Institute of Taxation. For complex residence questions, the foreign income and gains regime, or long-term residence for inheritance tax, a CTA is the equivalent of a US specialist. For UAE work, representation before the Federal Tax Authority requires a registered tax agent.

Red flags
- A preparer who will not sign the return, or has no preparer tax identification number.
- Advice that the US–UK treaty eliminates your US tax — for US citizens the saving clause means it generally does not.
- The foreign earned income exclusion chosen by default, without looking at your UK position.
- A suggestion to file missing years quietly rather than through the streamlined procedures.
- "We work with a partner firm in the US" with no named US signatory.
How to check a credential
