A US tax accountant in Dubai must be able to sign and defend your US return, which means a CPA, enrolled agent or attorney with a PTIN. That covers only one of the countries involved. If you run a business in the Emirates or keep income in Britain, you may also need an FTA-registered tax agent and a UK adviser. The right choice depends on which filings you actually have.
Most Americans in the UAE search for "a US accountant" and judge firms on price and turnaround. A better test is to list your filings first, in all three countries, and check who is allowed to handle each one. The list below is the one we work through with new clients before quoting.
Step 1: list the filings you actually have
Your US filing duty follows your passport, not your address. The UAE adds obligations only if you run a business. The UK adds them only if you still have UK income or ties.
| Your situation in Dubai | Typical US filings | Typical UAE filings | UK filings |
|---|---|---|---|
| Salaried employee, no UK income | Form 1040, Form 2555, FBAR, possibly Form 8938 | None personally | None |
| Freelancer or sole establishment | Form 1040, Schedule C, Schedule SE, Form 2555 or Form 1116, FBAR | Corporate tax registration and return once business turnover exceeds AED 1 million in a calendar year; VAT if supplies pass the threshold | None unless UK income |
| Owner of a free zone or mainland company | As above, plus Form 5471 (or Form 8858 if disregarded), and NCTI or Subpart F | Company corporate tax return, VAT, accounts | None unless UK income |
| Any of the above, with a UK flat or pension | Schedule E or pension reporting, Form 1116 | As above | Self Assessment as a non-resident |
Step 2: match each filing to the right credential
Every paid US preparer must hold a Preparer Tax Identification Number. According to the IRS page on tax return preparer credentials, only CPAs, enrolled agents and attorneys have unlimited rights to represent you before the IRS in audits, collections and appeals. A preparer without one of those credentials can prepare your return but cannot defend it.
The UAE has its own register. The Federal Tax Authority keeps a register of approved tax agents who can represent a taxpayer before the FTA through EmaraTax. You can file your own UAE returns, but representation in an FTA audit or reconsideration requires a registered agent. You can check a name on the Federal Tax Authority website.
| Task | Who can do it | What to ask for |
|---|---|---|
| Prepare Form 1040 and international forms | Any paid preparer with a PTIN | PTIN, and examples of Form 2555, 1116 and 5471 work |
| Represent you before the IRS | CPA, enrolled agent or attorney | Licence number or EA number; signs Form 2848 |
| Represent you before the UAE FTA | FTA-registered tax agent | Tax agent registration number on the FTA register |
| UK Self Assessment for UK income | Any adviser (unregulated title); check professional body | Membership of ICAEW, ACCA or CIOT and an HMRC agent authorisation |
Few firms hold all four. That is fine, as long as one adviser owns the overall picture and the others work from the same numbers. Our checklist for verifying a US tax preparer covers the IRS directory search in detail.
Step 3: test the adviser on the issues that cost Americans in the UAE
A generalist expat firm will handle the exclusion correctly. The questions below separate firms that know the Emirates from firms that do not.
- Self-employment tax. The United States has no totalization agreement with the UAE, according to the Social Security Administration's list of agreements. A self-employed American in Dubai owes US self-employment tax, and Form 2555 does not reduce it. Ask how they will plan for it.
- Entity classification. A single-owner free zone company may be a corporation by default for US purposes. Ask whether Form 8832 is worth filing and what Form 5471 would cost each year. Our post on Form 5471 for a UAE free zone company explains the choice.
- UAE corporate tax for individuals. Ask whether your business turnover crosses AED 1 million, triggering registration by 31 March of the following year, and whether Small Business Relief applies.
- FEIE or foreign tax credit. If you pay UAE corporate tax as a sole trader, it may be creditable on Form 1116. Ask them to compare both routes rather than default to Form 2555.
- Account reporting. Ask how they will handle FBAR and Form 8938 for UAE accounts, end-of-service schemes and any UK accounts you still hold. Our FBAR and FATCA reporting pillar sets out the thresholds.
Worked example: a Dubai freelancer's real filing list
Lena is a US citizen who has lived in Dubai since 2023. She designs interiors under a free zone freelance licence as a natural person. In 2026 her turnover is AED 1,200,000 and her expenses are AED 200,000, giving net profit of AED 1,000,000, about $272,294 at the 3.6725 peg. She also lets a flat in Bristol. The figures are illustrative.
US. Form 2555 can exclude up to $132,900 of her 2026 profit from income tax, per the IRS foreign earned income exclusion page. Self-employment tax is separate. Net earnings of about $251,464 (92.35% of profit) attract 12.4% on the first $184,500, the 2026 Social Security wage base, and 2.9% on the full amount. That is about $30,171, plus roughly $463 of Additional Medicare Tax above $200,000. The flat goes on Schedule E with a passive-category Form 1116, and she files an FBAR.
UAE. Her turnover passed AED 1 million in 2026, so she must register for corporate tax by 31 March 2027. Without relief, 9% on profit above AED 375,000 is AED 56,250. Her revenue is under the AED 3 million Small Business Relief limit, so electing the relief would remove that charge. Our guide to UAE Small Business Relief sets out the conditions.
UK. A non-resident Self Assessment return for the Bristol rent.
Lena's biggest cost is the one most quotes ignore: US self-employment tax. A firm that quotes her for "a 1040 with FEIE" has missed both her largest US liability and her UAE registration deadline. See our page on UAE tax services for how we scope a three-country file.
Frequently Asked Questions
Do I need a US tax accountant if I live in Dubai and pay no UAE income tax?
You need a US return if your income is above the IRS filing threshold, wherever you live. US citizens and green card holders are taxed on worldwide income. You can prepare it yourself, but a paid preparer must hold a PTIN, and only a CPA, enrolled agent or attorney can represent you if the IRS examines the return.
What credentials should a US tax accountant in Dubai have?
Look for a CPA licence, enrolled agent status or a law licence, plus a valid PTIN. Those three credentials carry unlimited representation rights before the IRS. Ask for examples of Form 2555, Form 1116, Form 5471 and FBAR work, because a domestic US practice rarely prepares those forms.
Can a US accountant also file my UAE corporate tax return?
A US accountant can prepare figures, but representation before the UAE Federal Tax Authority requires a tax agent on the FTA register. A business owner can file their own UAE return through EmaraTax. If the adviser is not FTA-registered, they should work alongside a registered agent for UAE matters.
Does the foreign earned income exclusion remove self-employment tax in the UAE?
No. Form 2555 reduces income tax only. A self-employed US citizen in Dubai owes self-employment tax on net earnings of $400 or more, and the US has no totalization agreement with the UAE to remove it. For 2026, the 12.4% Social Security part applies up to the $184,500 wage base.
When must a freelancer in Dubai register for UAE corporate tax?
A natural person must register once turnover from business activities exceeds AED 1 million in a calendar year. Registration is due by 31 March of the following year, so 2026 turnover means a 31 March 2027 deadline. Late registration carries an administrative penalty of AED 10,000. Salary and personal investment income do not count toward the threshold.
Is UAE corporate tax creditable on a US return?
UAE corporate tax paid personally by a sole trader on business profit is a tax on the individual and can generally be claimed on Form 1116 in the general category. UAE tax paid by a company is a corporate-level tax and reaches the owner only through the NCTI or Subpart F deemed-paid credit rules for a controlled foreign corporation.
How much does a US tax accountant in Dubai cost?
Fees depend on the forms, not the city. A salaried return with Form 2555 and an FBAR is the simplest file. Schedule C with self-employment tax, a Form 5471 for a free zone company, or UK rental income each add work. Ask for a fee broken down by form so you can compare quotes like for like.
